I watched 11 minutes of it and no, definitely not hacking. In fact, I came to that conclusion within the first minute, but figured I'd keep watching more to make sure you didn't see him toggle or something. Nope, no aimbot, no wallhacks, nothing.

Yeah, when you spec someone, there will typically be a slight delay - that's just network latency.
