Paypal noob needs help

Biggest noob question ever...I need to get a Paypal account. Generally my rule is the less information (especially financial) I leave about myself all over the place the better, so I never bothered looking into Paypal. Just seems sketchy. Also can't find jack **** for information and rates on their site.

So if anyone can help me pls:

1. How much does Paypal take from you for each transaction?
2. Can you set a monthly limit, for example, disallow Paypal to take more than ten USD from my account every month?
3. How secure is it?

So pretty much you only get charged when you receive monies, like if people pay you.

2) Think Paypal as a bank account. The only money on Paypal is the money you transfer to it. But, if you overdraw money you don't have in the account, it automatically charges your credit card if you choose to tell it what it is.
At least that's what I get out of how I use it.

3) No one knows anything about your financial information, except for Paypal. So nothing short of a hacker trying to break into Paypal's systems will the person be able to get your information.

PS: I'm just a general user of Paypal, so, there might be more to it than I know. Why not email Paypal and ask them as well?

PayPal actually adds a layer of security to financial transactions.

You can setup recurring transfers if I'm not mistaken, but I just do manual transfers. You don't have to transfer anything if you don't want. I had an account for YEARS before I actually put any money in it.
3. How secure is it?
128-bit; and refer to my opening statement. Using PayPal limits exposure to your CC #s and they provide fraud protection. And from what my wife has states with her PayPal debit card, they're VERY good about scrutinizing suspicious purchases and following through.
