Even though comcast limited customer data transfers to try and derail torrents, its still a violation of web access policy, and they got caught.

Let's just hope that this doesn't end up in court or ISPs start putting data caps on broadband services. We could get seriously screwed over by either of those situations.

I wonder if these FCC policies only apply to ISPs...
I'd really like to get my apartment building's ban on torrents and p2p lifted.

Well I think that when you sign the lease on your appartment, you agree to thier terms.

You have to agree to Comcast's terms also but it's the fact that Comcast doesn't inform their customers that's the problem. It's the same thing they got in trouble for before. My sister is in a similar boat, she is only allowed to get cable and internet access through what her apartment building offers. She gets like 20 crap channles and the slowest DSL possible.
If the damn building is wired for it I don't see how they can keep you from using what ever service you want. Yeah you have to agree to the terms but those terms have to be reasonable. The building owners can keep you from doing stuff like this if the installation might cause damage to the buiding but again, it's all wired so no installation required. It allows the building owners to double dip into people's pockets. They know everyone is going to want one service or the other and you have to pay for the "package" and have to get both.

Finally, but I don't think it will matter to them anyway, they state:
"Comcast says its practices are reasonable -- that it has delayed traffic, not blocked it -- and that the FCC's so-called network-neutrality "principles" are part of a policy statement and are not enforceable rules."
So in the end, probably through some hidden loop-hole, Comcrap will still get away with it.

Recently Comcast stated that the DVD is dead and that everyone will want to simple purchase content to watch/listen/read(books) whenever they want. They want anything they can control going through them. If they can't make the money off it they don't want you doing it PERIOD. They feel that people no longer want shelves ful of books, CDs or DVDs wasting space in their home. If you can access all of that and enjoy it at home or on the go, then they will facilitate and manage (at the ever reasonable Comcast prices) all of your digital content for you. But allow you to just go and get what you want, why would they do that?. Comcast the future of your digital content life, ala carte.
